Introduction
The Ministry of Justice (MoJ) has appointed consultants to prepare an outline planning
application for the construction of a new prison on vacant land to the west of the existing
High Security Her Majesty’s Prison (HMP) Full Sutton in the East Riding of Yorkshire.
The proposals for this prison were part of the original Prison Estate Transformation
Programme (PETP), which aimed to deliver 10,000 new prison places by 2020. The PETP
was ‘reshaped’ in 2019 following the UK decision to leave the E.U. – you are advised to
read the House of Commons Research Briefing available on Moodle.
The site
The land, owned by the MOJ, extends to 60 hectares and the application site covers
approximately 21.39 hectares of this.
The initial planning application for the new prison was submitted to The East Riding of
Yorkshire Council in 2017 and received Strategic Outline Approval on the 25th July 2017.
A revised application was submitted in 2018; you should refer to these documents for te

The prison will accommodate approximately 1,440 adult male inmates. It will be designed
and constructed to “Category C Working Prison Standard” for prisoners who “require a secure, enclosed environment and do not have the desire to breach security conditions”.
The MoJ has produced a ‘Design & Access Statement’ in support of the planning
application in accordance with the requirements of the Town and Country Planning Act
1990 – this explains the design concepts, principles and access that have been
considered and addressed in the submission.
The proposals were presented to the local community by way of a public exhibition held
back in the village of Full Sutton on 11 April 2017 and in the nearby town of Stamford
Bridge, East Riding of Yorkshire on 12 April 2017. Since then, a number of ancillary
planning applications in relation to the project have been submitted by the project sponsor
– these may be found on the East Riding Council planning portal and in the advertisement
placed in the Pocklington Post newspaper.
Your Task
